　日本特有の内部抗争が公益に重大な害を及ぼしうるということは、記録的な五二〇人の死者を出した一九八五年八月の日航機墜落事故の直後の動きによって示された。諸官庁が一致団結して関係者一同のために悲劇を最小限にとどめるどころか、惨事は相互の敵意を強めてしまったのである。
　まず、省庁間の管轄が混乱して救援活動に大幅な遅れが出た。その間におそらく多くの人命が失われたであろう。最初の自衛隊の救援隊が山腹の墜落現場に向かうまでに、一四時間もかかった。四人の生存者の報告によると、墜落直後、生存していた乗客がもっといたし、聞こえていた子供たちの声が時間が経つにつれしだいに消えていったという。
　航空自衛隊はレーダーから日航機の機影が消えたのを知り、調査に出された二機のファントム戦闘機は四分以内に現場の位置を突きとめた。だが、後続行動を起こさず、そのまま基地に戻った。一番に責任のある官庁である運輸省航空局が、捜索開始を陸上自衛隊に要請したのはその二時間半後である。ヘリコプターを持つ墜落緊急救援隊は日本にも存在するのに、出動は要請されなかった。墜落現場を管轄とする群馬県警には、ヘリコプターがなかった。二つの米空軍基地が困難な夜間の山中での捜索に、機材とベテラン隊員を提供すると申し出たが、どの官庁からも反応がなくこれらの専門家は約一三時間近く待機するだけで活用されることがなかった。一方、現場がすでに判明していたのに、派遣された陸上自衛隊の第一陣は間違って別の山に行ってしまった。事故から一〇時間後、自衛隊の救援隊ヘリコプターがジェット機の残骸を発見したが、救援行動にとりかからなかった。行動命令は別の部隊に出されていたからだ。運輸省の指示により派遣された自衛隊員が現場にたどり着く数時間前に、地元の村人

　被害を大きくした遅滞や、省庁間における効果的なコミュニケーションの明らかな欠如の問題は、事故の後、日本航空に向けられた非難の波にもまれて沈んでしまった。こうなってしまったのは、主に前からあった運輸省と半官半民の日航の争いのためであった。運輸大臣・山下徳夫は新聞のインタビューで、技術的なことは分からないが日航が悪いにきまっていると述べた。その結果、日本のメディアは日航を大悪党とする大がかりなキャンペーンを展開することになった。一日として、日航の悪口が新聞にのらない日はなかった。
